Paul is a 1972 graduate of the University of Rhode Island and a 1977 graduate of Bryant College with an MBA in accounting. Paul is a member of the Rhode Island Society of Certified Public Accountants and the American Institute of Certified Public Accountants.

Paul has over thirty years of experience in public accounting with expertise in business consulting and auditing for closely-held companies including medical practices, auto dealerships, manufacturers, distributors and nonprofit organizations.

Paul currently serves on the board of directors of the Northern Rhode Island Chamber of Commerce, as chairman of its government affairs committee, as a board member with the Northern Rhode Island PAC, as treasurer of the Northern Rhode Island Chamber Foundation and as a member of the finance committee of his church. He served as treasurer of the board of directors of Amos House, as well as, on the board of directors of Mental Health Services, and was a past member of the Governor's Council on Mental Health.
